In the History of ?October Surprises,? There?s Nothing Like Hurricane Sandy

Hurricane Sandy has already disrupted early voting in some states, altered President Obama and Republican nominee Mitt Romney?s campaign schedules, and consumed the news cycle for days. There?s little precedent for a storm of this magnitude making landfall so close to a presidential election, though there is a history of surprise events shaking up an election in the days before voters head to the polls. Here?s a list of six others, compiled by National Journal.

1. PRESIDENT JOHNSON CALLS A BOMBING HALT.?Ahead of the 1968 election, Republican candidate Richard Nixon?s chances of defeating then-Vice President Hubert Humphrey were good. The war in Vietnam had bitterly divided Democrats, and President Johnson?s civil-rights reforms had pushed many Southern Democrats into Nixon?s camp. Five days before the 1968 election, Johnson announced a bombing halt in Vietnam?a move that some speculated was timed to help Humphrey?s bid. But the announcement did not change the contours of the race, and came too late to buoy support for Johnson?s veep.

2. KISSINGER DECLARES ?PEACE IS AT HAND.??News of peace negotiations in Vietnam gave a late-in-the-game jolt to President Nixon?s reelection campaign. Twelve days before the election, national-security adviser Henry Kissinger held a press conference announcing progress in peace talks, declaring, ?Peace is at hand.? Kissinger?s words didn?t win the election for Nixon?he was already well positioned to defeat Democratic nominee George McGovern?but talk of peace from the Nixon camp undermined McGovern?s peace platform. The war dragged on for over two years after Kissinger?s statement, and Kissinger acknowledged in a 1982 interview that his words could have been better chosen.

3. CARTER TRIES TO GET THE HOSTAGES HOME.?The Iranian hostage crisis plagued President Carter throughout his bid for reelection. The hostages, seized at the American Embassy in Tehran in November 1979, were held captive in Iran throughout 1980. Carter?s attempts to use economic pressure to release them didn?t produce immediate results, and his attempt to spring the hostages through a helicopter rescue failed. In September, Iran contacted the Carter administration with a proposal to end the crisis, and negotiations continued through October. Rumors swirled that Carter would announce a release before Election Day, but Carter failed to finagle a hostage release before his defeat at the polls. Although the Carter administration negotiated the release of the hostages before Ronald Reagan took the oath of office, success came too late to alter the American public?s dim view of Carter?s foreign policy.

4. THE IRAN-CONTRA SCANDAL CASTS A SHADOW. In the final days of President George H.W. Bush's run for reelection, an indictment in the Iran-Contra investigation issued on Oct. 30, 1992, revived memories of Reagan-era scandal days. Independent counsel Lawrence Walsh indicted former Defense Secretary Caspar Weinberger?for the second time?for secretly selling arms to Iran and lying about it to Congress. The grand-jury investigation went on to release evidence that Bush had been involved in the decision to make the arms sales while serving as Reagan?s vice president, an involvement Bush had denied. Bush?s reelection bid was already a long shot, but new evidence of scandal and mismanagement did nothing to help his chances.

5. GEORGE W. BUSH?S DRUNK-DRIVING RECORD SURFACES.?The revelation that Republican nominee George W. Bush had been charged with driving under the influence of alcohol in 1976 came five days before the 2000 election. In his memoir, Bush adviser Karl Rove claims that the report cost Bush five states?and accused Democrats of leaking the news to boost Democratic nominee Vice President Al Gore. ?Did this last-minute revelation of Bush?s decades-old DUI hurt?? Rove wrote, according to an memoir excerpt. ?Yes, a lot.? The revelation knocked the campaign off-message, raised alarms with Bush?s credibility, and diminished support for Bush among evangelical and socially conservative voters, Rove wrote.

?6.?OSAMA BIN LADEN SENDS A MESSAGE.?A video message from al-Qaida leader Osama bin Laden gave President George W. Bush?s reelection campaign an October boost, and Bush?s Democratic rival, Sen. John Kerry of Massachusetts, later blamed the video for his loss. "I believe that 9/11 was the central deciding issue in this race," Kerry told NBC?s Meet the Press in January 2005. "And the tape--we were rising in the polls up until the last day when the tape appeared. We flatlined the day the tape appeared and went down on Monday." The video led voters to feel less secure about electing a new president while the nation was at war, Kerry suggested. In the video, bin Laden referenced the U.S. election: ?Your security is not in the hands of Kerry or Bush or al-Qaida. Your security is in your own hands,? said the architect of the Sept. 11?attacks.

(CNN) ? Fall is upon us, and that means the school year is in full swing. Along with the stress of homework assignments and extracurricular activities, unfortunately some students bear an additional burden ? bullying. October is National Bullying Prevention Awareness Month, pushing the issue to the forefront of the nation?s consciousness.

Educators and legislators are under pressure to prevent bullying, and many schools are implementing programs such as A Classroom of Difference, Steps to Respect and Positive Behavior Intervention and Supports that teach empathy, interpersonal skills and respect for those who don?t fit into the mainstream.

But not everyone agrees with this approach to managing bullying. There are vocal groups of naysayers who believe that focusing on social emotional skills training and urging students to be accepting of those who are different is leading to the weakening of America. They argue that bullying is really a form of socialization, asserting that kids who do not conform to society?s expectations are bringing on their own troubles.

And when a child does end up being bullied, this same group of people advises that the victims should just fight back.

For example, the following comment on a recent CNN.com article about gender neutral toys (for which I shared my child?s bullying experiences): ?Communities demand relative conformity, it is what makes them communal. Nonconformity, therefore, naturally results in exclusion. Children are callous in this respect, and if parents wish to ensure their children find acceptance, then find them a suitable community. As for self-expression, all humans are welcome to express themselves, but I reserve for myself the right to point and laugh, as should you too.?

Or consider this comment, which was made on a Fox News Magazine article about tips for ending bullying: ?I went to Catholic school. Got bullied. Told Dad. He said, knock him in the mouth. He will leave you alone. Next day I got bullied. Punched Billy in the mouth. End of story. We are best friends today and I haven?t been bullied since. Write letters, document facts? Make school aware? Whaaaat? How political we have been? What a shame. One slap can change things for sure!?

This type of ?superior force? advice shows a lack of appreciation for the complexities of the bully-victim dynamics of today?s world, where bullying often takes place in new arenas, such as on the Internet. Sure, if a victim fights back and flattens his bully, the bully tends to back off. But what if the bullies are hiding behind computer screens? What if the target is physically incapable of taking down the bully, which is more often the case?

The truth is that there are many bullying situations in which the victim cannot simply beat up the bully and end the problem. The very nature of bullying renders victims fearful, frozen and incapable of defending themselves. According to bullying researcher Dan Olweus, bullying is characterized by three factors: 1) It is repetitive (not a one-time event in the hall, but a regular ongoing problem). 2) It is unwanted (not two-way teasing where both parties are having fun, but instead a situation where someone is on the receiving end of taunts and aggression). 3) It takes place in the context of a power imbalance (a bigger kid against a smaller kid, or multiple kids against a single kid, or a kid with more social capital against a kid with less social capital).

When multiple kids are targeting one child, the situation can feel completely overwhelming. Felicia Garcia, a 15-year-old New York student, threw herself in front of a train in October, allegedly after being taunted by multiple football players at her high school. How would it have helped her to simply punch one of them? It would not have done anything, except possibly put her at risk for physical harm.

And earlier in October, Canadian teen Amanda Todd committed suicide after making a YouTube video detailing her history of being bullied mercilessly, online and in person. Both girls were allegedly the victims of sexually explicit bullying, which is not something easily combated by punching the bully in the face.

Kids who are already suffering from psychological conditions such as panic attacks or depression are particularly vulnerable to the negative emotional effects of bullying, Barbara Coloroso, who speaks internationally on bullying, told me: ?As severe bullying continues, an element of terror is created. The bullied child is rendered so powerless that she is unlikely to fight back and she will not even tell someone that she needs help. The bully, who can act without fear of retaliation, counts on bystanders to either join in or at least do nothing to stop it.?

In trying to get the bullying to stop, targets may avoid the location where the bullying is happening. They might change the way they dress or act in order to minimize the bullying, but then they suffer pangs for not being true to who they are. Kids who are afraid to be themselves can become anxious and depressed.

When a parent or a teacher tells a child who is being bullied to stop tattling and fight back, it can make the situation worse. Those kids who are unable to fight back may end up feeling blamed for the bullying. Their already fragile self-esteem is further weakened, as they wonder, ?What is wrong with me? Why can?t I make this stop??

Even if a child does succeed in hitting back (whether through physical intimidation or verbal taunts or cyberbullying), what message does this send? It teaches kids to out-bully each other, rather than to focus on restoration and restitution.

As a result, the antisocial behaviors simply continue into adulthood, where they play out in a different arena. In Massachusetts, lawmakers are working to make workplace bullying illegal. Research from the Workplace Bullying Institute estimates that as many as a third of employees endure bullying in the workplace. This bullying can take the form of sabotage and undermining, as well as the more obvious yelling and screaming.

The costs to society extend beyond workplace bullying, because chronic bullies are also more likely to end up in prisons, and our already taxed budget will end up paying for their care, according to Michele Borba, author of several parenting books, including Building Moral Intelligence.

The size of the storm and its path, which currently has Sandy's center beginning its sharp turn for the New Jersey coast Monday morning, are intensifying already deep concerns about coastal flooding from storm surge.

Sandy "is going to produce very high, potentially life-threatening storm surge ? that may require additional evacuations today," said Craig Fugate, administrator of the Federal Emergency Management Agency during a press briefing Sunday.

The combined water height from storm surge and high tide is expected to range from 4 to 8 feet above ground level along a stretch of coast running from Ocean City Maryland to the coasts of Connecticut and Rhode Island, according to Richard Knabb, director of the National Hurricane Center in Miami.

Wall St Week Ahead: Jobs data, election may overshadow earnings

NEW YORK (Reuters) - Earnings season may be only half over, but the focus on profits should subside this week as investors turn their attention to the coming election and Friday's jobs data - the last major economic indicator before the November 6 contest.

More bellwether companies are set to report results in what will be another "peak week" of the earnings season. Such a flurry of numbers normally holds Wall Street's attention, and it can lead to market swings. But volume and volatility may be slight this week, with market participants opting to remain on the sidelines ahead of the jobs data and the election.

The U.S. government's October jobs report will give a snapshot of the current labor market. It could also give a bit of a lift to President Barack Obama, should it come out better than anticipated, or help Republican candidate Mitt Romney - if it is worse than forecast.

Polls currently indicate that President Obama is a slight favorite to win on November 6, but the race will be tight. The most recent Reuters/Ipsos poll of likely voters shows the president ahead - 47 percent to 45 percent.

The Standard & Poor's 500 Index fell 1.5 percent last week, largely because of a spate of earnings disappointments. The Dow Jones industrial average slid 1.8 percent last week, and the Nasdaq composite index dropped 0.6 percent.

What is notable, however, is that rebounds have been brief and quick to attract sellers.

Some investors cited the approaching election as a barrier to committing new capital to the market.

"Not many people have the stomach to plop down their bets when polling is so close," said Hayes Miller, the Boston-based head of asset allocation in North America at Baring Asset Management. "For the most part, investors will wait and see what happens."

Miller, who helps oversee more than $50 billion in assets, said the trend of caution would be especially pronounced in the health care <.gspa>, financial <.gspf> and energy <.gspe> sectors - three areas that may face different regulatory outlooks, depending on the election's outcome.

"These are the ones really in play," he said.

Expectations for the nonfarm payrolls report, set for release on Friday, are by no means certain, either. Analysts expect 124,000 jobs were added in October - up 10,000 from September. However, the unemployment rate is also seen ticking higher - to 7.9 percent from 7.8 percent.

A payroll surprise in either direction could further cloud expectations for the election's outcome.

"A big change in payrolls could cause some uncertainty over the winner," said Jerry Harris, president of asset management at Sterne Agee, in Birmingham, Alabama. "I don't expect a big surprise, but while the S&P doesn't seem especially vulnerable at these levels, I don't think it is in a hurry to go up, either."

The market will also have to contend with the weather. Hurricane Sandy is expected to hit the eastern third of the United States, including the East Coast, by Monday night with torrential rains, high winds, major flooding and power outages. In New York, officials will close the city's bus and subway lines, and commuter railroads at 7 p.m. EDT Sunday. Decisions have not been made whether to close bridges and tunnels leading to Manhattan in preparation for the storm's arrival.

At the New York Stock Exchange, the plans call for business as usual. The exchange issued a statement saying it has contingency plans to have the market running, adding that it has back-up power generation facilities. The Big Board will make accommodations for critical staff and traders.

Rival marketplace NASDAQ OMX said in a statement that it plans to make sure its systems are ready. It will communicate with its members before, up to and after the storm.

EARNINGS IN PLAY, IF NOT IN FOCUS

While the market at large may be waiting on news events, individual stocks could still be volatile as earnings season grinds along. More than half of the S&P 500 components have reported results so far. This week, though, will bring reports from some marquee names such as Dow components Chevron and Pfizer , as well as S&P 500 stalwarts Visa , Ford Motor and Starbucks

This earnings season, a number of high-profile companies have missed estimates, including sour notes last week from Apple Inc , United Technologies and DuPont

With 54 percent of the S&P 500 companies having reported results so far, 62.5 percent have topped earnings expectations, under the 67 percent average over the past four quarters. Just 37 percent have topped revenue forecasts, well under the 55 percent over the past four quarters.

The earnings disappointments led to some intensive selling, driving the Dow industrials down 243.36 points last Tuesday.

The S&P 500 has ended down in five of the past seven trading sessions. Those declines have pushed the benchmark S&P under its 50-day moving average of around 1,434, leading some analysts to believe it may be ready for a bounce.

"We'll use any pullback as an opportunity to buy," said Chip Cobb, senior vice president at Bryn Mawr Trust Asset Management in Bryn Mawr, Pennsylvania. "Even though we've seen a number of companies miss expectations and be overly cautious, we're focusing on how a majority have beaten."

Cobb said he was especially looking to results this week from U.S. Steel Corp . Its stock is down almost 20 percent so far this year.

"Steel companies have been participating really poorly, and I'm anxious to see if that will continue," he said.

Time Warner Cable cuts first major Lakers deal

LOS ANGELES (AP) ? Time Warner Cable Inc. says it has reached its first major agreements to receive payment for carriage of two new channels carrying Lakers basketball games.

The company said Friday it had signed up Charter Communications Inc., which has around 290,000 subscribers in the Los Angeles area. Time Warner Cable also said it had agreed to terms with Verizon Communications Inc., whose subscriber numbers in the region were not immediately clear.

The first regular-season game to be carried on the channels is Wednesday night at Portland. The Lakers' season opener is at home against the Mavericks on Tuesday in a game to be broadcast on TNT.

Time Warner Cable bought the regional TV rights to Lakers games last year for an estimated $3 billion over 20 years, in a deal that also included games of pro soccer's LA Galaxy and the WNBA's Los Angeles Sparks. It must sign deals with other TV distributors to help offset costs.

Earlier this month, Time Warner signed up partner Bright House Networks, which only has a few thousand subscribers in Bakersfield.

Time Warner Cable has about 1.7 million customers in the region, but there are more than 2 million other pay TV subscribers, including customers of DirecTV and Dish Network Corp., who might lose access to games if their providers don't reach a deal to carry the channels.

There are also nearly 700,000 TV households in the area that get their signals for free via antenna that will lose access to the Lakers' away games this year unless they opt to pay for TV. Lakers away games used to be broadcast over the airwaves for free by KCAL, a CBS Corp. TV station.

Takarazuka?s 25 uglinesses

goo Ranking took a look at something I wasn?t aware existed, Takarazuka Revue?s (an all-woman theatre company just 10 minutes up the railway line from me) list of 25 Uglinesses, specificially which of the 25 people admit applies to them.

Demographics

From the 5th to the 7th of September 2012 1,006 members of the goo Research monitor group completed a private internet-based questionnaire. 53.4% of the sample were female, 10.5% in their teens, 13.7% in their twenties, 26.6% in their thirties, 27.6% in their forties, 11.7% in their fifties, and 9.9% aged sixty or older. Note that the score in the results refers to the relative number of votes for each option, not a percentage of the total sample.

The motto of Takarazuka, ??????????, kiyoku, tadashiku, utsukushiku, Purity, Propriety, Beauty, (the official English rendering seems to be Modesty, Fairness and Grace) is well-known, but perhaps less well-known is that behind the scenes (I don?t know if that is a literal or a figurative expression!) there is also a list of 25 Uglinesses. In the two years of training that all aspiring actors must go through before setting foot on the stage these 25 Uglinesses are hammered home, often literally.

    Emanuel Steward, Boxing Trainer and HBO Sports Analyst, Dies at 68

    Emanuel Steward, who trained boxing champions Thomas Hearns, Lennox Lewis, Oscar De La Hoya and Wladimir Klitschko and analyzed fights as an HBO Sports ringside commentator since 2001, has died. He was 68.

    Steward, owner of the fabled Kronk Gym in Detroit and an International Boxing Hall of Fame trainer, died Thursday at a Chicago hospital.

    ESPN reported Friday that Steward had been hospitalized since September, causing him to miss two HBO broadcasts, and underwent surgery. His sister, Diane Steward Jones, said the surgery was for the stomach disorder diverticulitis, though many others who knew the trainer said it was for advanced cancer.

    ?Manny was a respected colleague who taught us so much not only about the sweet science but also about friendship and loyalty,? HBO Sports president Ken Hershman said. ?His energy, enthusiasm and bright smile were a constant presence. Ten bells do not seem enough to mourn his passing.?

    HBO Sports commentator Jim Lampley, who worked alongside Steward for more than a decade, said Steward?s wisdom and common touch made him special.

    ?He was the most loyal, generous, positive spirited, broadly accepting man I've ever known,? Lampley said. ?He had a positive impact on everyone he encountered.?

    Steward worked with current heavyweight champion Klitschko as recently as July when the boxer led 22,000 fans in singing ?Happy Birthday? to the trainer.

    The West Virginia native and amateur boxer trained actor Wesley Snipes for his role as a fighter in Undisputed (2002) and appeared briefly in Ocean's Eleven (2001) and The Fighter (2010).

    HBO is scheduled to air a ?Boxing After Dark??card on Saturday night.

    Police: 2 children stabbed to death, nanny arrested

    NEW YORK CITY -- Police say a mother returned home to her Manhattan apartment to find her two small children stabbed to death in a bathtub and her nanny with a knife in her hand, The Associated Press reported.

    Police said the woman returned home at about 5:30 p.m. Thursday to find her children, ages 3 and 5, in the bathroom of their apartment on Manhattan's Upper West Side. The nanny had a knife in her hand and a self-inflicted wound, the AP reported.

    The mother called 911. The nanny was arrested and also hospitalized, according to the AP.

    Motherhood and More: Pausing for a Brief Review

    If you read my last blog post, you know we have some big plans coming up next spring. Six months from Halloween, to be exact. Six months sounds like a long time. It's not. Especially for a trip like we're planning that involves a lot of coordination.

    So, since much of my "free" time has been spent researching home rentals and starting to clear out our extraneous stuff, I've gotten behind on my blogging. I hate doing that. We've done some interesting things in the past couple of months that deserve documentation. I have a half-written post about our St. Louis trip just waiting to be finished. But since that's going to take more time, I wanted to briefly touch on what we've done since then, for memory's sake.

    Here's a quick montage of some highlights.? The kids and I had our first experience Letterboxing (like a treasure hunt of sorts). It didn't go well. The clues took us on a cold and long-ish walk to this big rock, where the box was supposed to be hidden in that big hole at the bottom. It wasn't there. The girls were not happy. The second box we hunted for wasn't where it was supposed to be, either. I'll write another post about Letterboxing when we have some success. It's a cool concept.

    I set up my first eBay sale and got two bids within an hour. I can totally see how this could get addicting. Cha-ching!

    Havarti had to go to Portland for work a couple weeks ago, and I went along with him, leaving the moppets with their cousin and grandparents for a few days. On his time off, we explored a bit and ended up going on a long and winding trek through the woods. By accident. For two hours. In my loafers. Thankfully, we didn't have any tired, whining, hungry kids with us. (Just tired, whining, hungry me.)?And it was a gorgeous day weather-wise.

    And, you know, the scenery didn't suck.?

    I love taking photos of paths. Makes me want to recite poetry.?

    Not a great pic because ?I took it with my phone, but how cool is this spider I found on our front porch? It looks like someone painted a face on it! Totally creepy and cool!

    Speaking of spiders, I made a Halloween-themed cake for one the girls' friends' birthdays. She requested a chocolate cake with a "rainbow spider." She turned five, which is pretty much the only age where one would request a rainbow spider cake for one's birthday/Halloween. The spider is made from fruit roll-ups. I kinda didn't suck at making this cake, if I do say so myself.?

    Speaking of not sucking, look at P-Dids' son and BoyWonder in their red hoodies. Oh, the love. :)


    Speaking of love, this dangerous little fellow came into our lives this week. He's not ours. He's P-Dids' new puppy. P-Dids told me he was sweet, but he really is THE sweetest, calmest puppy ever. That's why he's dangerous. I just wanted to wap him up in a widdle bundle and bwing him home wif us. Puppy love, for sure.?

    One of these days I'll finish that St. Louis post. Hopefully before our next trip. In the meantime, let me know if you know of any inexpensive places around the country for a family of five to stay for a week or a month. It's starting to come together! :)?

    What does IT Security Risk Management REALLY mean? | The ...

    The most common misunderstood term seen in the security industry is Risk Management. If you Google the term ?Risk Management?, you will find yourself buried in a pile of information ranging from financial risk management to business risk management. And if you happen to fall upon the actual security risk management concept, you may come across a blog post, or online article describing risk management incorrectly. Even when speaking with some corporate decision makers (and some IT professionals), the security term risk is often used interchangeably with other terms such as vulnerability and threat. ?I have seen vendors marketing tools that were for ?Risk Management? but in reality, they were vulnerability management tools.? I can truly understand why education must be made a priority when talking to decision makers prior to discussing a risk management assessment.

    The terms risk, vulnerability and threat are three separate terms that work together:

    1. Vulnerabilities ? are holes and weaknesses in an organization, which are typically the easiest to find and remediate, usually through penetration and vulnerability tests.

    2. Threat ? is the possibility that something or someone will find out about the vulnerability and exploit it.

    3. Risk ? is the probability that a threat can become real, resulting in some form of impact on the business, should that vulnerability become exploited ? the unanswered question is how badly will it hurt the organization. This is usually the hardest to calculate.

    Some companies think they have a risk management program already in place, but due to the misunderstanding of terminology, will actually have a vulnerability program in place. I have had some companies actually refer to their traditional Enterprise Risk Management (ERM) program when asked if they had a risk management program in place ? which is completely different from any security program. ERM includes credit, liquidity, regulatory compliance, and market risk, as well as risk transfer strategies, capital management, and strategy development. However, a solid IT Security Risk Management Program should be an integral part of a holistic ERM ? which will cover the organizations risks more efficiently and effectively. After a brief explanation between the differences of the terms, it is quickly understood that their misunderstanding may have caused them to fall short in implementing a solid risk management program. Additionally, if the risk management program? does not include and address all of the layers of the organization that can contain threats ? such as administrative, technical, physical, operations, tactical, and strategic ?- it is not a risk management program.

    Risk Management can be both complex and time consuming. The need to understand business, capital, and human resource issues, as well as management levels are critical during assessment ? rather than looking at it solely through a technical perspective. An organization must attempt to read the future, determine what can happen, and how much it can cost.

    Risk management should not solely rest on the shoulders of the CSO. It should be a collective effort by including decision makers and department heads throughout the entire organization that are knowledgeable and able to contribute to the process. Not only are they able to fully understand their department and the risks that take place ? which are not just technical risks ? they are also effectively positioned to enforce the plan, as well as assist in making changes to the culture of the organization starting within their department.

    During the assessment, a tremendous amount data will be gathered and the current security component, as well as the business issues than can be affected by the current security in place, will be reviewed. Vulnerability and penetration tests will reveal what needs to be protected and how, and interviews with staff will provide information on gaps in policies and procedures. This process will allow organizations to learn their acceptable risk levels ? which will tell them how much security they actually need. An organization?s policies should reflect acceptable risk levels in order to implement the right amount of security.

    You can?t address all of your risks, and in many situations, it would not be necessary to do so. Once you associate the vulnerability with the threat, and how that threat can affect the business, this will clarify how to manage your risk. The vulnerability that has the highest threat and will cost the company the most if exploitation occurs will be the order in which risk should be managed.

    Understanding what risk management truly is continues to be the best strategy in properly assessing your organization the first time around, which will save you money in the long-term. When this concept is not fully understood, organizations find themselves either spending too much money on security, or not enough money ? yet still lack the right countermeasures implemented for tangible and intangible assets or controls that actually need risk management.
